Principal Objectives

PE CEOs' Forum
1
Promote, develop & encourage cooperation between Public Enterprises in order to promote uniformity, appreciation, establish business value adding building blocks for each Public Enterprise and advancement of social & economic development of Namibia

Maintain & enhance the standards of conduct & integrity of all members of the Forum, through establishing a Social & Economic Value Contribution Rating System as a tool to guide the Nation and other key stakeholders on the importance of each Public Enterprise

Execute correct & uniform practice of governance of Public Enterprises

Promote & put into practice the education of CEO Forum Members & management of PEs, with particular emphasis on the broadening of skills and competency of members to effectively govern & safeguard the assets and wealth of Public Enterprises

Establish mechanism, systems & procedures for capacity building and/or the promotion of value addition with the aim to optimise the human and material resources of Public Enterprises

Establish a Communication Platform through which the Public Enterprises would transmit positive news on the roles, achievements & challenges facing Public Enterprises thus mitigating the one sided/continuous negative publicity from the public media

Institute a Public Enterprises Cluster sub forums through which common national, strategies & business issues would be deliberated, considered & find common approach/solutions thus enhancing the principles of integrated planning & organisational efficiencies while eliminating disjointed efforts within a cluster

Fluksman is a Chief Executive Officer of Lüderitz Waterfront Development Company (Pty) Ltd. He holds Master’s Degree in International Relations & Strategic Studies at the prestigious University of Lancaster, United Kingdom majoring in African Politics, US Foreign Policy, United Nations Studies & International Political Economy) in 2006 and now a Ph. D Candidate of St. Andrews University in Scotland (U.K. He serves on PE CEO Forum as EXCO’s Vice-Chairperson. He served as a Regional Councillor for Lüderitz Constituency in the //Kharas Region; In 1999-2004 as a Chairman at Commonwealth Parliamentary Association (CPA) Namibia Branch. In 2003-2004 Fluksman served as an Assistant Chief Whip: Swapo Party of Namibia in 2003-2004 he became a Deputy Chairman: Parliamentary Select Committee on Public Account and Economy. In 1999-2003 he became a Swapo Head of Secretariat: Parliamentary Caucus in the Second National Council, Parliament of Namibia. 1991 Joined the then Consolidated Diamond Mines (CDM), In 1993-1999 he was appointed as Metallurgical Senior Training Manager (CDM/NamDeb).

Emilia Nghikembua is the Chief Executive Officer of the Communications Regulatory Authority of Namibia (CRAN), a legal practitioner and a leading voice in ICT policy and regulation. With advanced degrees in law, ICT policy, and business, she has driven transformative regulatory reforms that promote innovation and digital inclusion across Namibia. Her leadership has earned her continental recognition, including being named among the Top 100 African Economic Leaders (2022–2024) and Young African Leader of the Year (2024). Emilia continues to shape the future of communications in Africa through visionary, inclusive policy development.

Bio

Kenneth S. Matomola is the Chief Executive Officer of the Namibia Financial Institutions Supervisory Authority (NAMFISA). With an extensive career in financial regulation and supervision, he has held several leadership roles within NAMFISA, including Acting CEO, Assistant CEO: Supervision, General Manager: Investment Institutions, and General Manager: Research, Policy & Statistics. Prior to joining NAMFISA, he worked at First National Bank as Manager: Regulatory Reporting and at the Bank of Namibia in various positions within the Banking Supervision Department. Mr. Matomola is deeply passionate about financial regulation, supervision, and market development.

Ms. Patty Karuaihe-Martin is the Managing Director of NamibRe and a seasoned business and finance professional with over 30 years of experience in the financial and insurance sectors, including as a former Senior Partner at PwC. She currently serves as 2nd VicePresident of the Namibia Chamber of Commerce and Industry (NCCI), Invictae Vice President for Southern Africa, NAMWIFI Director, and Spokesperson for the PE EXCO Forum. She is also the immediate past President of the Africa Insurance Organization (AIO). On the global stage, she contributes as Co-Chair of the UNEP-FI Global Steering Committee and as a Woman Working for Change Ambassador. Patty has been recognized among the Top 50 Women in Insurance in Africa and Top 10 Women to Watch in Insurance, reflecting her influence and leadership in the industry. A strong advocate for thought leadership, she actively shares knowledge through social media, global forums, and industry roundtables
